1. Open the SoftEther VPN Server Manager on your system.

 

2. In the manager interface, click on ‘Connect’ to access your VPN server.

 

3. Once connected to the VPN server, locate the ‘Manage Virtual Hub’ button and click on it.

 

4. In the Virtual Hub window, click on ‘Manage Users’ to open the User Management panel.

 

5. In the User Management window, click the ‘Add’ button to create a new user.
